Build a golf course

Move from an idea and a piece of land to a permitted, constructed, grown-in course ready for opening day.

First gate: do not buy land or start clearing until title, access, zoning, water, environmental constraints and a realistic development budget have been checked by qualified local professionals.

Make the project testable

  • Choose the format: 18-hole, 9-hole, short course, practice facility, private club, resort or public daily-fee operation.
  • Define the golfer, experience, target green fee or dues, practice needs, clubhouse scope and maintenance standard.
  • Commission market, access and competition studies; build conservative demand, staffing, revenue and operating-cost scenarios.
  • Set decision gates, funding limits, schedule assumptions and a written owner’s brief before site design begins.

Leave this phase with: a business case, development brief, preliminary budget range, funding path and go/no-go criteria.

Know what the land allows

  • Use an option or due-diligence period rather than an unconditional purchase whenever possible.
  • Confirm title, boundaries, easements, mineral or water rights, legal access, utilities and neighboring uses with a survey and legal review.
  • Study topography, soils, geotechnical conditions, drainage, floodplain, wetlands, habitat, cultural resources and contamination risk.

Build an approval register

  • Meet planning and building officials early; confirm zoning, comprehensive-plan consistency, rezoning, conditional-use or development approvals.
  • Identify environmental, wetland, protected-species, water-withdrawal, well, discharge and habitat approvals.
  • Confirm stormwater, erosion-control, clearing, grading, roadway, utility, building, fire and occupancy permits.
  • Check licenses for pesticide application, fertilizer use, business operation, food service, alcohol, signage and music where those activities apply.
  • Record each authority, submission, fee, hearing, inspection, renewal, responsible consultant and predecessor approval in one permit matrix.

Critical rule: there is no universal golf-course license. The property, construction work, water use and future operations may each require separate approvals.

Put qualified people around the owner

  • Core team: owner’s representative, golf course architect, land-use and real-estate attorney, civil engineer, surveyor and environmental consultant.
  • Technical team: irrigation designer, agronomist, geotechnical engineer, landscape architect, clubhouse architect and cost estimator.
  • Delivery team: general or golf-course contractor, shaper, irrigation installer, superintendent or grow-in lead, safety lead and independent testing support.
  • Business team: lender or investor advisers, accountant, insurance broker, hospitality advisers and pre-opening operator.
  • Use written scopes, deliverables, insurance requirements, ownership of plans, change-control rules, payment terms and dispute procedures.

Legal help is especially important for: land control, easements, entitlements, environmental risk, financing, design and construction contracts, accessibility, employment, trademarks and operational licenses.

Design the whole operating system

  • Route holes around landform, drainage, vegetation, safety buffers, prevailing wind, walking flow, pace of play and memorable strategy.
  • Coordinate greens, tees, fairway widths, landing zones, bunkers, hazards, cart paths, bridges, comfort stations and practice areas.
  • Plan maintenance access, shop and chemical areas, material storage, washdown, pump station, irrigation loops and future replacement access.
  • Develop concept routing, preferred routing, schematic plan, grading and drainage, irrigation, landscape and turf plans, permit set, bid set and as-built record.
  • Review accessibility, emergency access, errant-ball risk, neighbor setbacks, tournament needs and expansion options before freezing the layout.

Do not build from a pretty routing alone: construction needs coordinated, issued drawings and specifications from licensed professionals where required.

Turn the design into a controlled project

  • Price land, design, permits, mitigation, utilities, earthwork, drainage, irrigation, turf, structures, equipment, grow-in and pre-opening operations.
  • Carry owner contingency, escalation, financing costs, taxes, insurance and working capital; separate required scope from later enhancements.
  • Choose delivery and bid packages, prequalify contractors, compare exclusions as well as prices, and document alternates.
  • Order long-lead pumps, pipe, electrical gear, structures and maintenance equipment against the approved schedule.
  • Set change-order authority, progress documentation, testing, lien releases, bonds or guarantees, retention and completion criteria.

Leave this phase with: committed funding, baseline budget, procurement log, signed contracts, notice-to-proceed conditions and a permit-linked construction schedule.

Build in a verified sequence

  • Mobilize with approved limits, erosion controls, safety plan, protected areas, survey controls and inspection schedule.
  • Typical sequence: clearing, rough grading, drainage, lakes or water storage, utilities, irrigation mains, shaping, greens construction, tees, bunkers, paths and finish grading.
  • Test soils, drainage and irrigation pressure; survey key grades; photograph buried work; track quantities, changes and permit inspections.
  • Select turf by climate, use, water, shade and maintenance capacity; establish by seed, sod or sprigs using the agronomic plan.
  • During grow-in, manage moisture, nutrition, mowing, weeds, disease, traffic and repair while recording inputs and turf maturity by area.

Opening is based on readiness, not a date alone: roots, density, drainage, playing quality and recovery capacity must support expected traffic.

Move from project to operation

  • Close inspections and certificates; complete punch lists, as-built drawings, warranties, manuals, spares and staff training.
  • Confirm occupancy, food, alcohol, business and application licenses; emergency, chemical, accessibility, employment and insurance procedures.
  • Hire and train golf operations, grounds, hospitality, retail and leadership teams; commission irrigation, buildings, technology and equipment.
  • Set maintenance standards and budgets, tee-time and pace policies, safety response, supplier agreements, pricing and member or guest communications.
  • Arrange course measurement and rating where applicable, prepare scorecards and signage, then hold controlled preview rounds before the public opening.
  • Track turf wear, drainage, pace, safety, guest feedback and defects through the first season and fund the correction list.

Spreader calibration

  1. Confirm the target. Read the fertilizer analysis and label rate, measure the actual treatment area, and calculate the total product required before filling.
  2. Make a test run. On a clean, measured test area, use the labeled starting setting, normal walking or vehicle speed and the planned swath width.
  3. Weigh and adjust. Weigh product before and after the test. Adjust the gate or speed in small steps until the delivered amount matches the target; do not rely on a chart alone.
  4. Apply evenly and document. Use the verified pattern, keep passes uniform, avoid hard surfaces and water, clean up granules, and record product, lot, area, rate, weather and applicator.

Rate check: pounds of product used ÷ test-area square feet × 1,000 = pounds of product per 1,000 sq ft. To convert to nitrogen delivered, multiply that product rate by the first analysis number as a decimal—for example, 20% N = 0.20.
